Top 10 most powerful passports in the world for 2025 revealed

Singapore has reclaimed its position as the world’s most powerful passport, offering visa-free access to 195 out of 227 destinations. This achievement, highlighted by the Henley Passport Index, makes Singapore the top travel document globally.
Japan Follows Close Behind
Japan ranks second, granting its citizens visa-free access to 193 destinations. This includes restored access to China, marking a post-Covid milestone.
EU Countries Dominate the Top Spots
The third spot is shared by France, Germany, Italy, Spain, Finland, and South Korea, with access to 192 destinations. Seven EU countries, including Austria and Denmark, hold fourth place with access to 191 destinations. Fifth place is taken by Belgium, New Zealand, Portugal, Switzerland, and the United Kingdom, each offering visa-free entry to 190 destinations.
Henley Passport Index: 20 Years of Rankings
The Henley Passport Index, now in its 20th year, uses data from the International Air Transport Association (IATA). It evaluates travel freedoms in 227 countries and territories worldwide.
At the bottom of the ranking, Afghanistan is in 106th place, with visa-free access to just 26 destinations. Syria and Iraq follow closely, offering access to 27 and 31 destinations, respectively. The gap between the top and bottom passports has never been wider.
UAE and China on the Rise
The UAE is one of the biggest climbers, moving up 32 spots in the past decade to reach 10th place. China has also risen significantly, jumping from 94th place in 2015 to 60th in 2025.
Global Mobility Trends
Only 22 passports have dropped in ranking over the last decade. Notable declines include Venezuela, the United States, and the United Kingdom. Despite these shifts, European passports continue to dominate the top rankings.
A Call for Change
Christian H. Kaelin, chair of Henley & Partners, calls for a rethink of citizenship and mobility. Climate change, political instability, and armed conflicts are forcing people to seek refuge and safety elsewhere.
